Mullins, Player Of The Year at Mansfield last season, has signed a two year contract with the Hatters.
A compensation fee was agreed, as Mullins was out of contract but under 24.
County fought off competition from League Two Darlington.
Mullins, talking to Stockportcounty.com, said:
‘The people I’ve met at the club have been very welcoming. The assistant manager, Peter Ward, took me to Manor Farm to have a look. It’s excellent, I really like what I’ve seen.’
‘I work hard, I’m a right-back that likes to get forward, help the attackers, get up and down the line, so hopefully I can bring something to the team. I’m just really looking forward to getting started and climb the league table from the off.’
